ACTION: Final and Interim Rules

SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-91 to amend the Federal Acquisition Regulation (FAR) in the following subject areas: (1) prohibition on contracting with corporations with delinquent taxes or a felony conviction;(2) updating federal contractor reporting of veterans’employment; (3) non-retaliation for disclosure of compensation information; (4) sole source contracts for women-owned small businesses; (5) unique identification of entities receiving federal awards; (6) consolidation and bundling; (7) multi-year contract authority for acquisition of property; (8) new designated countries – Ukraine and Moldova; (9) contractors performing private security functions; (10) limitation on allowable government contractor employee compensation costs; and (11) technical amendments.

DATES: The effective date for Items I, II, III, IV, X, and XI is September 30, 2016, and the effective date for Items V, VI, VII, VIII, and IX is October 31, 2016.
