ACTION: Interim and Final Rules

SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-21 to amend the Federal Acquisition Regulation (FAR) in the following areas: (1) implementation of the SAFETY Act; (2) biobased products preference program; (3) rewrite of FAR Part 27, Patents, Data, and Copyrights; (4) Federal Computer Network (FACNET) architecture; (5) exemption of certain service contracts from the Service Contract Act; (6) Local Community Recovery Act of 2006; (7) pricing sources for contracts containing construction requirements; and (8) technical amendments.

DATES: The effective date for these rules is November 7, 2007, except that the effective date for items (2), (3), (4), and (7) is December 7, 2007. Comments on items (1), (5), and (6) should be submitted no later than January 8, 2008.
