SUBJECT: Department of State Acquisition Regulation (DOSAR) Rewrite

ACTION: Final Rule

SYNOPSIS: The DOS is adopting, with minor changes, the rewrite of the DOSAR that was proposed November 13, 2003. The purpose of the DOSAR rewrite is to bring it up to date and into conformance with the Federal Acquisition Regulation (FAR).

SUPPLEMENTAL INFORMATION: On November 13, 2003, DOS proposed numerous amendments to the DOSAR to reflect recent changes in the FAR as well as organizational and other policy changes within DOS. No comments were received, so the proposed rule is adopted as final. However, the final rule contains three miscellaneous amendments not included in the November 13, 2003, proposed rule:
