SYNOPSIS: It is proposed that FAR 52.212-1, Instructions to Offerors -- Commercial Items, be amended to accommodate sealed bidding and simplified acquisitions.

DATES: Comments on the proposed rule must be submitted no later than October 22, 2001.

SUPPLEMENTAL INFORMATION: FAR Part 12, Acquisition of Commercial Items, was developed to implement the provisions of the Federal Acquisition Streamlining Act of 1994 (FASA) (Public Law 103-355) that permitted the government to use acquisition procedures similar to those used in the commercial marketplace. The regulations became effective on October 1, 1995. Since then, several areas have been identified that need updating and clarification. This rule revises the FAR 52.212-1 to accommodate the use of sealed bidding or Requests For Quotations for commercial items.

This proposed rule would make the following changes to FAR 52.212-1:
