ACTION: Final and Interim Rules
SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-07 to amend the Federal Acquisition Regulation (FAR) in the following areas: (1) standard transportation industry practices; (2) common identification standard for contractors; (3) performance-based acquisition; (4) Australian and Moroccan Free Trade Agreements; (5) Deletion of Very Small Business Pilot Program; (6) requirement for market research before making purchases from Federal Prison Industries; (7) exception from Buy American Act for commercial information technology; (8) removal of sanctions against Libya; (9) elimination of certain subcontract notification requirements; (10) annual representations and certifications -- North American Industry Classification System (NAICS) code and size standard; and (11) technical amendments.
DATES: The effective date for these rules is January 3, 2006, except the effective date for Items (1), (3), and (8) is February 2, 2006. Comments on Items (2) and (7) should be submitted no later than March 6, 2006.
