ACTION: Final and Interim Rules
SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-06 to amend the Federal Acquisition Regulation (FAR) in the following areas: (1) information technology security; (2) improvements in contracting for architect-engineer services; (3) reference corrections to Title 40 of the U.S. Code; (4) implementation of the anti-lobbying statute; (5) increased justification and approval threshold for DOD, NASA, and the Coast Guard; (6) addition of landscaping and pest control services for the Small Business Competitiveness Demonstration program; (7) powers of attorney for bid bonds; (8) expiration of the small disadvantaged business price evaluation adjustment; (9) accounting for unallowable costs; (10) reimbursement of relocation costs on a lump-sum basis; and (11) training and education cost principle.
DATES: The effective date for these rules is September 30, 2005, except the effective date for Items (9), (10), and (11) is October 31, 2005. Comments on Items (1) and (8) should be submitted no later than by November 29, 2005.
