SYNOPSIS: This PN revises NFS 1842.270, Contracting Officer Technical Representative (COTR) Delegations, to reaffirm the requirement for periodic refresher training for COTRs.

SUPPLEMENTAL INFORMATION: The requirement that COTRs take refresher training periodically after completion of comprehensive training was established by the Assistant Administrator for Procurement on September 13, 2001. On July 28, 204, the Assistant Inspector General for Auditing found that NASA installations are uncertain whether the September 13, 2001, memorandum was intended as mandatory policy or simply a suggestion. The Assistant Inspector General recommended that the Assistant Administrator for Procurement revise the NFS to incorporate a clear policy for mandatory refresher COTR training at a specified interval. This PN makes the recommended change by amending NFS 1842.270 to add the following as paragraph (f)(2): "Those COTRs for whom it has been more than five (5) years since they received comprehensive training shall receive refresher training."
