ACTION: Final Rule
SYNOPSIS: NASA is amending the NFS to make miscellaneous administrative and editorial changes.

SUPPLEMENTAL INFORMATION: Besides editorial changes to correct or revise cross-references, this final rule makes the following changes to the NFS:
- Paragraph (b)(1) of NASA 1807.105, Contents of Written Acquisition Plans, which requires that acquisition plans address contract bundling, is deleted because it duplicates coverage in FAR 7.107, Additional Requirements for Acquisitions Involving Bundling.
- NFS 1813.301-71, Training, is added. It states that "all cardholders and approving officials must complete training prior to receiving a purchase card. Training will address the responsibilities of the cardholder and approving official, prohibited purchases, purchase limitations, and sources of supply."
- NFS 1842.7301, NASA External Audit Follow-Up System, is revised to clarify guidance on NASA's external audit follow-up system.
- Paragraph (c) of NFS 1845.7101-1, Property Classification, which addresses buildings, is revised to add the sentence, "Contractors shall report buildings with a unit acquisition cost of $100,000 or more."
