SYNOPSIS: DOD is amending the instructions in DFARS Appendix F for completion of DD Form 250, Material Inspection and Receiving Report, to add a requirement for inclusion of the title, mailing address, and telephone number of the government official responsible for acceptance of supplies or services under a contract.

SUPPLEMENTAL INFORMATION: Paragraph (f)(6) of Federal Acquisition Regulation (FAR) 32.905, Invoice Payments, requires that a receiving report include the "signature,...printed name, title, mailing address, and telephone number of the designated government official responsible for acceptance or approval functions."
DOD has revised the DD Form 250 to provide for inclusion of all the information required by FAR 32.905(f)(6). This final rule amends the corresponding DD Form 250 preparation instructions in DFARS Appendix F, particularly in Part 3, Preparation of the DD Form 250 and DD Form 250C, Section F-301, Preparation Instructions, Block 21, Contract Quality Assurance (CQA), and Block 22, Receiver's Use.
Also, this final rule makes various minor editorial changes to Appendix F to update cross-references and clarify the text.
